ITA Fact Sheet on Preliminary AD Rates for China and Mexico Copper Pipe and Tube
The International Trade Administration has issued a fact sheet announcing its affirmative preliminary determinations in the antidumping duty investigations of seamless refined copper pipe and tube from China and Mexico (A-570-964 and A-201-838).

As a result of these preliminary determinations, the ITA will instruct U.S. Customs and Border Protection to collect cash deposits or bonds based on the preliminary AD duty rates below.
China Preliminary AD Rates Range from 10.26% to 60.50%
The ITA preliminarily found that Chinese producers/exporters have sold copper pipe and tube in the U.S. between 10.26% to 60.50% less than fair value.
Mandatory respondents Golden Dragon Precise Copper Tube Group, Inc.; and Zhejiang Hailiang Co., Ltd., Hong Kong Hailiang Co., Ltd., and Shanghai Hailiang Copper Co., Ltd. (collectively, the Hailiang Group) will receive preliminary AD duty rates of 10.26% and 58.69%, respectively.
Five exporters qualified for a separate AD duty rate of 34.48%. All other Chinese exporters will receive the preliminary China-wide entity rate of 60.50%.
Mexico Preliminary AD Rates Range from 29.52% to 32.27%
The ITA preliminarily found that Mexican producers/exporters have sold copper pipe and tube in the U.S. between 29.52% to 32.27% less than fair value.
Mandatory respondents IUSA S.A. de C.V. and Nacional de Cobre, S.A. de C.V. will receive preliminary AD duty rates of 29.52% and 32.27%, respectively. All other Mexican exporters will receive a preliminary AD duty rate of 30.90%.
Final Determinations Scheduled for September 2010
The ITA is currently scheduled to make its final determinations in September 2010.
