UK Adds to Russia, Syria Sanctions Lists, Including Russia's 2nd-Richest Man
The U.K. added new entries to its Russia and Syria sanctions regimes in a pair of notices June 29. Under its Russia sanctions list, the Office of Financial Sanctions Implementation added entries for eight individuals and five entities. The listed entities are the Joint Stock Company Marshal.Global, Joint Stock Company Moscow Industrial Bank, JSC Kolmar Group, JSC New Opportunities and R-Style Softlab.

The newly listed individuals are Ruslan Baysarov, Bamtonnelstroy-Most's board chair; Said Gutseriev, director of financial services firm PJSC; Sait-Salam Gutseriev, energy company NK Neftisa director; Mihajlo Perencevic, president of Russian pipeline construction company Velesstroy; Vladimir Potanin, Russia's second-richest man and Rosbank owner; Anna Tsivileva, board chair of Kolmar Group; Kemerovo Gov. Sergei Tsivilev; and Ivan Tyryshkin, a director at financial services companies SPB Exchange and NRK-R.O.S.T. OFSI also issued a correction for the listing of Natalya Browning, a close associate of Russian billionaire Gennady Timchenko.
The added parties under the Syria sanctions are four individuals and three entities. The individuals are Andrei Bogatov, former head of the Wagner Group's 4th Reconnaissance and Attack Company.; Alexander Chaiko, head of Armed Forces Group in Syria; Sergey Rudskoy, head of the Main Operations Directorate of the General Staff of the Armed Forces of Russia; and Andrey Troshev, Wagner Group commander. The entities are Evro Polis, Mercury and Velada.
