Polish EU Leadership Expected to Prioritize Trade, Tech Issues

Covington lawyers expect the upcoming Polish presidency of the Council of the EU, running from January to June, to make “significant strides” around technology and trade issues, the firm said in a December client alert.

That’s likely to include more efforts to prioritize dual-use export controls and investment screening coordination with allies​, such as the U.S., the firm said, which has been a focus of both the EU and the Biden administration over the past four years. But the firm said the future of the EU-U.S. Trade and Technology Council -- the body launched in 2021 that has helped the two sides share more information on export licensing and other trade matters (see 2404050030) -- “faces uncertain prospects under evolving political landscapes.” It’s unclear if the incoming Trump administration will continue to participate in the council (see 2411130045 and (see 2402200082).

If the EU-US TTC is “disbanded,” Covington said that “new bilateral arrangements like a UK-EU TTC may emerge.”

The firm also expects Poland to prioritize work on the EU’s economic security strategy, including by trying to reduce the bloc’s dependencies on imported critical raw materials. It specifically said the implementation of the EU’s Carbon Border Adjustment Mechanism -- which will require traders to pay taxes on carbon emissions associated with certain imports by 2026 (see 2310020037) -- will “be advanced significantly.”
