BIS Adds, Removes Parties From Boycott Requestor List

The Bureau of Industry and Security this week published the third quarterly update of its boycott requester list, a list of entities that have asked other companies to boycott goods from certain countries in violation of the Export Administration Regulations.

The list, which BIS first issued in March (see 2403290025) and updated in June (see 2410020017), includes 38 new entities that have been recently reported to BIS as having made a boycott request. BIS also deleted 20 entities.

U.S. people and companies involved in international trade should “diligently review transaction documents from all sources, especially those involving these listed parties,” to find boycott-related language, BIS said. U.S. parties may be required to report any boycott-related request to BIS.

Matthew Axelrod, the BIS assistant secretary for export enforcement, said the list so far has “made it easier for U.S. persons to fulfill their reporting responsibilities by raising awareness of sources of boycott-related requests.” He also noted that BIS has removed more than 40 entities from the list for “ceasing to include boycott conditions in their transaction documents with U.S. persons.”

The agency plans to update the list every quarter.
