Think Tank Calls on Trump Administration to Review US Export Control Strategy
The incoming Trump administration should launch a “comprehensive review of supply chain and technology control policies,” including export controls and outbound investment restrictions, to determine whether they’re being used effectively, the Information Technology Industry Council said in a December report. It specifically called on the new administration to examine existing export controls on advanced semiconductors and equipment along with “technology transaction reviews on AI and quantum” to make sure they’re “bolstering national security.”

The recommendation, part of a broader 12-page report on how the U.S. can improve its economic security, stressed that these trade tools will be most successful when they’re “clearly focused on specific national security risks.” ITI said the new government should look at whether any of the current restrictions should be adjusted to mitigate unintended negative consequences, adding that “any new action taken by the Administration and U.S. Congress should be risk-based, multilateral, and coordinated with industry experts.”
It also called on the Trump administration to reengage with the World Trade Organization, including by revising the now-defunct dispute settlement system to hold trading partners accountable. It also should look at making permanent the WTO’s moratorium on e-commerce duties (see 2403040053).
