DDTC Publishes List of CJ Determinations for Category XXI Items
The State Department’s Directorate of Defense Trade Controls published a list this week of commodity jurisdiction (CJ) determinations for items controlled under U.S. Munitions List Category XXI, which covers defense articles and services “not otherwise enumerated” under other USML categories.

The list includes CJ determinations for certain hydraulic and lubricating fluid for submarines, an extra large unmanned undersea vehicle, an underwater automnomous gliding vehicle, perfluorinated grease, an active blast mitigation system, a “transition element” for an aircraft gas turbine engine, a “proprietary enhanced penetration round,” and handheld dual sensor detectors.
DDTC issues CJ determinations after receiving requests from industry to determine whether a commodity or service is covered by the USML.
