New House Bill Would Spur States to Block ‘Adversaries’ From Buying US Farmland

Rep. Stephanie Bice, R-Okla., introduced a bill Feb. 11 that would encourage states to enact laws barring “foreign adversaries” such as China and Russia from buying farmland within their jurisdictions.

Under the Stop China’s Continuous Purchase of Land Act, or Stop CCP Land Act, states that don't ban such transactions would be ineligible to receive federal money for certain conservation, environmental and other projects funded by the Inflation Reduction Act of 2022. Bice said she’s concerned U.S. national security could be harmed by rising foreign ownership of American land, especially China’s purchases of farmland near military bases and other sensitive sites.

Her bill, which has nine co-sponsors, was referred to the Agriculture, Natural Resources, Energy and Commerce, and Science, Space and Technology committees. Bice is seeking a Senate sponsor for the legislation, a spokesperson said.
