Response code 119 is a fatal error for when the reported carrier ID doesn't match the mode of transportation. Census said "Carrier ID (SCAC/IATA)" must be reported for vessel, air, rail and truck, and it can't be reported for other modes, such as "mail" and "fixed." The filer should verify the carrier ID and the mode of transport, correct the shipment and resubmit.

Response code 331 is another fatal error for when the reported ultimate consignee country code isn't valid in AES. Census said the code must be a "valid ISO Country code." The filer should verify the code, correct the shipment and resubmit.
