WTO's DSB Hears Chinese Request for Dispute Panel on EU Duties on Chinese EVs
The World Trade Organization's Dispute Settlement Body on March 24 heard a request from China to establish a panel in its dispute against the EU's countervailing duties on new battery electric vehicles from China. The DSB "took note" of statements made by China and the EU and said it would "revert to this matter should a requesting member wish to do so."

China said the EU's process for imposing duties isn't in line with WTO CVD rules, while the EU said its measures are "entirely justified" and compliant with WTO rules. The EU said it's "not ready to accept the establishment of a panel."
During the DSB meeting, the EU also said it intends to implement a panel ruling in a dispute brought by Indonesia on the bloc's measures on palm oil and oil palm crop-based biofuels. The EU said immediate compliance is "impractical," noting that it needs a "reasonable period of time to" comply.
The U.S. again made a statement concerning a panel ruling over the U.S. requirement that goods from Hong Kong be marked as being made in China. The U.S. made identical arguments for its need for the marking requirement, noting "alarming developments and effects" of Hong Kong's national security law "on free speech and human rights."
The meeting also featured U.S. status reports on the implementation of recommendations on: antidumping measures on certain hot-rolled steel products from Japan; antidumping and countervailing measures on large residential washers from South Korea; certain methodologies and their application to antidumping proceedings involving China; and Section 110(5) of the U.S. Copyright Act. Status reports also came from Indonesia on measures related to the import of horticultural products, animals and animal products, and from the EU on measures affecting the approval and marketing of biotech products.
