The council sanctioned the Central Election Commission and its deputy chair, secretary and members for organizing the 2025 presidential elections, which the council said "were neither free nor fair, conducted in a climate of repression and human rights violations, and in breach of" the nation's European security commitments. The sanctions also targeted Aleh Ramanau, the chair of the largest political party in Belarus holding the majority of parliament seats; nine judges "who have issued politically motivated sentences"; and members of the President Property Management Directorate, which generates revenue for the Alexandr Lukashenko regime.

The council also listed various companies and businesspeople, including online gambling firm Rodotto and its majority shareholder Dzmitry Shvedka, lottery business operator Belorusskiye Loterei and its director Mikalai Dzenisenka, and military-industrial Belarussian companies OJSC Planar and Precise Electro-Mechanics Plant.
