Christopher Stagg, a former export control official with the State Department, announced this week he has left Miller & Chevalier to launch Stagg PLLC, his own export control practice. His firm will provide a “first-of-its-kind dedicated issues and appeals practice for high-stakes export control situations, such as appeals and other disputes with the export control agencies, regulatory interpretations, delisting petitions, and rulemaking changes,” Stagg said on LinkedIn.
DOJ’s National Security Division this week announced the appointment of Ian Richardson as the agency’s first chief counsel for corporate enforcement and Christian Nauvel as the new deputy chief counsel for corporate enforcement. They will oversee the division’s investigation and prosecution of national security-related corporate crime, DOJ said, and are a part of the agency’s efforts to add more than 25 new prosecutors to investigate and prosecute sanctions and export control violations (see 2303070023).
Tarsha Phillibert, former trial attorney at DOJ in the fraud section, has joined Duane Morris as a partner in the Washington, D.C.-based trial practice group, the firm announced. At DOJ, Phillibert prosecuted international white-collar crimes including Foreign Corrupt Practices Act violations, money laundering, wire fraud, healthcare fraud and the Bank Secrecy Act, the firm said.
Andrew Adams, former acting deputy assistant attorney general for DOJ's National Security Division, has joined Steptoe & Johnson as a partner in the Investigations and White-Collar Defense Practice in New York, the firm announced. Adams worked as the first director of Task Force KleptoCapture -- the interagency group tasked with enforcing U.S. sanctions on Russia in wake of the invasion of Ukraine. At DOJ, he also oversaw efforts pertaining to economic sanctions, export controls and cyber offenses tied to nation-state actors, the firm said.
Hogan Lovells partners reconfirmed Miguel Zaldivar as CEO for a second four-year term, expiring June 30, 2028. Zaldivar was first appointed in July 2020, seeking to grow the firm's practice in various sectors, including "energy, financial institutions, life sciences, media and telecoms mobility, and technology," the firm said Sept. 5. He also "developed robust business plans for" four of the firm's "four economic engines: Washington, D.C., London, Germany, and Paris."
International trade attorney Parick McLain will leave WilmerHale, where he worked as counsel since 2005, and join King & Spalding as senior counsel. Per his LinkedIn page, McLain joined Wilmer after serving as a law clerk to Court of International Trade Judge Jane Restani. His practice centered on trade policy, World Trade Organization litigation and trade remedies proceedings.
Matthew Gearing, former partner at Allen & Overy, has joined Temple Chambers as an arbitration member in Hong Kong, the firm announced. Gearing's practice will center on his experience in international arbitration in both commercial and investor-state disputes covering sectors including "technology, financial services, energy, natural resources, and manufacturing," the firm said.
Sanjay Mullick, former international trade partner at Kirkland & Ellis, began working as general counsel and compliance officer at aviation management software developer Veryon, according to his LinkedIn page. Mullick worked at Kirkland from 2016 to 2023, advising companies on export controls and economic sanctions risk assessment. He will continue to be based in Washington.
Howard Kleinman, former partner at Dechert, has joined global firm McDermott Will as a partner in the Transactions Practice Group. His practice will center on "mergers and acquisitions, capital markets and financial transactions, with a strong emphasis on business and investors in Latin America," the firm announced. Kleinman's experience has included helping Latin American nations expand, leading the acquisition of a U.S. freight transport business and negotiating "high-stakes project financing," including an energy sector project in Chile, McDermott Will said.
Dan Wilson, former senior associate at Arnold & Porter, has joined Husch Blackwell as an international trade partner in the Washington, D.C., office, the firm announced. Joining the Technology, Manufacturing & Transportation industry group, Wilson carries experience in antidumping and countervailing duty proceedings and customs matters.
